What PA law says about dogs left out in cold


With this extreme cold, should we be worried about our furry, four-legged friends left outside? What can we do about it?

According to The Morning Call's Contact Reporter, Bill White, "Pennsylvania's animal cruelty law, on the other hand, requires only that animals have access to shelter that's sufficient to maintain their body heat, as well as access to food and water. So a good dog house in the right location is sufficient to satisfy the law, even if the dog never is brought inside.

Elizabeth Romaine of the Pennsylvania SPCA, whose Philadelphia-based cruelty officers help serve the Lehigh Valley, told me they get many such complaints at this time of year, and she encouraged people who are concerned to call the organization's hotline, 1-866-601-SPCA."
